Kenosha County is seeking an experienced Human Resources Professional to serve as a Business Partner to support Brookside Care Center and Willowbrook, award-winning Skilled Nursing Home, and Assisted Living facilities.  As part of a team of HR professionals, this HR Business Partner role will support specific division leadership teams and employees in the following functional areas: recruitment and retention, policy implementation, employee relations, performance management, leave administration, risk management, and employment law compliance.  Recruitment and candidate sourcing experience is highly desirable.  This position generally requires 40+ hours per week and occasional evenings and weekends.

2023 Hiring Range:  $64,941 - $77,604
 
Position Summary and Job Duties
  • Work with Brookside/Willowbrook hiring teams to manage new hire recruitments and onboard employees.
  • Engage in employee relations matters, coach managers, and be a proactive partner with leadership regarding performance management.
  • Assist managers with carrying out disciplinary action, up to and including terminations, in consultation with the HR management team.
  • Process employee claims for A&S program, FML, Worker’s Compensation and other leaves in conjunction with Payroll.
  • Conduct workplace injury investigations and coordinate return to work plans as needed.
  • Oversee consistent application of and assist in the development and implementation of County-wide and departmental policies and procedures.
  • Communicate elevated issues, concerns and deliver feedback to HR management team for timely resolution. 
  • Develop and maintain strong working relationships with leadership.
  • Keep abreast of HR laws and best practices and trends within the skilled nursing and assisted living industries.
  • Monitor culture within Brookside and Willowbrook and advise leadership.
  • Recruit at job fairs, career days, colleges/schools, and other public events for Brookside and Willowbrook and the County overall.
  • Monitor trends in recruitment and assist in developing recruitment strategies for the County.
  • Develop and implement local recruitment campaigns, including sourcing resumes and applications, pre-screening, interviewing, testing, background checks, and job offers.
  • Conduct/initiate exit interviews.
  • Assist with compensation management as needed.
  • Communicate and monitor processing of employee changes to payroll and the HR team.
  • Alert HR leadership team and/or department head of safety issues and employee concerns as appropriate.
  • Process unemployment claims and provide information related to employee unemployment insurance claims investigations and represent County at hearings.
  • Assist with coordination and/or facilitation of established training.
  • Serve as HR contact person for training of HRIS system with department users.  Support implementation and configuration efforts, as needed.
  • Field employee complaints; conduct employment investigations related to workplace policy violations and/or harassment/discrimination complaints.
  • Assist other HR Business Partners with their assigned work groups as needed.
  • Perform other work as required or assigned.
 
Success Factors
  • Knowledge of Federal and State labor laws, and county policies and ordinances and all functional areas of Human Resources.
  • Skills in written, verbal, and interpersonal communication.
  • Working knowledge of Microsoft Office, including Outlook, Excel, Word and Teams.
  • Competencies: time management, organization, conflict resolution, active listening, adaptability, prioritization, analysis, professionalism, confidentiality, discretion.
  • Ability to conduct in-depth investigations, analyze findings, and recommend appropriate disciplinary action.
  • Ability to support actions to a variety of audiences including legal complaints and employee grievances.
  • Ability to learn new software applications.
  
Job Requirements, Education, Training and Experience
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Risk Management or related field or a combination of applicable education and experience.
  • Three years of HR generalist experience.
 
Preferred education, experience, certifications
  • Public sector experience
  • PHR Certified Professional, SHRM Certified Professional and/or IPMA-HR Certified Professional
 
Other Requirements
  • Valid Driver’s License and acceptable driving record.
  • Access to insured vehicle for work-related travel between various work locations.
  • The ability to work in non-standard business hours, including evening meetings.

  • The position involves frequent light physical demands, such as exerting up to 25 lbs. of force occasionally, and up to 10 lbs. of force frequently and daily lifting and transporting of moderately heavy objects, such as laptop and work materials.

  • Dexterity of hands and fingers to operate a computer keyboard, mouse, and other devices and objects.
  • Physically able to participate in sessions, presentations, and meetings.
  • Local travel required for the purpose of meeting with employees and managers, and between multiple County offices.
