Position Description

As one of the members of the Human Resources (HR) management team, the successful candidate will be essential in the department's efforts to build leading-edge services for the College employee community through continuous improvement, technology solutions and enhancements, and innovative resources for employees.  An exciting opportunity to be part of a forward-thinking team that looks beyond traditional HR.

This team leader will assess and anticipate HR related needs and seek to develop value-added services which reflect the College's strategic priorities.  Manages confidential information for the College-wide Human Resources function and provides exceptional service to all internal and external customers for key areas such as HR operations/budget, employee compensation and benefit programs, recruitment & retention, compliance programs, employee relations, professional and organizational development and communications including handbooks, policies and procedures, and HR information/management systems.  HR Management Team members provide high level support for the Associate Vice President of Human Resources, members of Executive Leadership Team as needed, and also provides supervision of HR hourly staff as assigned. As an exempt employee, at certain times, flexibility with time outside of regular work hours may be required.
 
As a member of Leadership, the Human Resources Manager, will portray a broad institutional perspective that supports the College's mission, vision, and goals while fostering and creating an environment that strives to anticipate and meet customer needs.  A Leader will support a shared leadership culture through participation in and facilitation of teams. 
Duties & Responsibilities

Manager duties may vary due to knowledge or expertise in areas:

  1. Works with internal and external customers to effectively interpret and communicate and administer policies, procedures, laws, and standards/government regulations; screens and professionally redirects customers when necessary.
  2. Organizes, processes, files and retrieves, and analyzes confidential and sensitive material related to human resources functions, including performance evaluations, discipline records, payroll, benefit & FMLA files, affirmative action reports, IPEDS, performance management, recruitment, employment verifications including background checks and credentialing, department correspondence, and budget.
  3. Day to day responsibilities for designing/recommending/implementing technology and efficiencies for College-wide HR programs including professional development and organizational plans, unemployment/workers' compensation claims processing, record retention, compensation & benefits, compliance, and process documentation.
  4. Provides support to the recruitment, compensation and benefits processes including postings, individual contracts, market research and pay adjustments and related documentation and collaborating with department staff on all HR systems including application & new hire processing, payroll and benefits.
  5. Conducts applicable research/analysis, retrieve data and gather information for special projects, department reports, new programs, metrics/dashboards, and strategies in collaboration with the Executive Leadership Team.
  6. Implements, documents and maintains a calendar for Human Resources  projects, deadlines, reports, budgeting, staffing changes, communication regarding guidelines, handbook revisions, etc.
  7. Ensures newly hired employees or those in new positions are provided accurate and timely HR information, including orientation services; ensures data is entered into the HR system, assists hiring managers/ELT members with their HR needs, ensures HR's presence on cross-functional activities/committees, etc.
  8. Provides management of the HR and related College budget process; collaborates with Finance staff on related research/reports/analysis.
  9. Ensures HR staff and management work as a team to ensure there is office coverage during all hours of operation.
  10. Required to be cross-trained in all areas of Human Resources including but not limited to recruitment & retention, benefits & compensation, professional development & training, HRIS, employee relations, compliance, organizational management and administration, etc.
  11. Supervises HR staff and coordinates continuous improvement, documentation, streamlining and automating processes.
  12. Ensures high-level support to the AVP of Human Resources, including scheduling, expense reports and travel is provided.
  13. Plans and identifies professional development needs for faculty and staff.
  14. Collaborates and designs strategies to identify professional development, compliance, and organizational training needs.
  15. Design, implements, and maintains professional development opportunities.
  16. Leads, coordinates, and facilitates College activities, on-boarding programs, events, trainings, etc., as appropriate.
  17. Manages the preparation and execution of staff learning programs by designing training procedure manuals, guides, or other related materials.
  18. Assesses programs and offerings through surveys, focus groups, data, etc. in order to continuously review, improve, and enhance existing training materials.
  19. Ensures HR budget including professional development budget is allocated to best support College goals and initiatives; report expenditures; and research and identify additional funding sources.
  20. Other duties as assigned.
Qualifications
  1. Bachelor's degree plus professional experience/training equivalent to 5 years required. A minimum of three (3) years of progressive Human Resources experience, with strong, high-level administrative, supervisory experience. 
  2. Must be customer focused with an ability to handle difficult situations and people in a discrete and professional manner.
  3. Requires working knowledge of computer software, office procedures, organizational skills, time management, multi-tasking skills, initiative, creativity and resourcefulness to resolve problems independently and within teams. 
  4. Demonstrated proficiency with word processing, database management, spreadsheet software, and Microsoft Office Suite (Word, Excel, Access and PowerPoint) required.  Mathematical aptitude, research and analytical skills and strong interpersonal skills required.
Requires related experience/knowledge of Human Resources Information Systems (HRIS) such as PeopleSoft, ImageNow/Perceptive Content (document imaging), NEOGOV/PeopleAdmin (applicant tracking) or similar systems.

  • Well-developed and professional presentation skills. 
  • Ability to maintain professionalism and advocacy in support of the College; remaining flexible and responsive in environment with multiple competing priorities.
  • Ability to handle confidential information within the department for the College.
  • Ability to work with and analyze complicated forms and information.
  • Ability to work quickly and at advanced levels in all aspects of HR administration with accuracy and strict confidentiality standards.
  • Ability to conduct independent research, analyze information and data, produce and present findings in appropriate media/format for target audience.
  • Ability to contribute to and lead a team; strong customer service skills and ability to work well with students, staff and faculty.
  • A valid Wisconsin Driver's license and the ability to meet NTS's insurance carriers standards.
