Description: BASIC FUNCTIONS AND RESPONSIBILITIES
 
This position provides leadership and management oversight to the Human Resources functions to support the College’s evolving needs, strategic directions, mission and goals. Human Resource functions include benefits and compensation, payroll, risk management and insurance, organizational development, staff development and training, talent management, performance management, recruitment, HRIS, and employee/labor relations.  Reporting to the President, serves as a member of the Executive Team, and works collaboratively with all areas of the College to develop and meet College goals.
 
ESSENTIAL JOB FUNCTIONS
 
  1. Strategic Leadership
  • Plan strategic initiatives, define goals and implement effective HR strategies that proactively support the College’s vision, mission, and strategic directions.
  • Provide strategic leadership for the design and deployment of programs and processes to develop and enhance individual and group performance, effectiveness, and continuous growth.
  • Provide vision and strategic leadership to the organization in addressing critical human resource opportunities and challenges.
  • Serve as a strategic business advisor to the President and Executive Team on key organizational and management issues.
 
2.   Organizational Development and Change Leadership
  • Collaborate with the President and Executive Team and facilitate the development of a culture of high performance and employee engagement.
  • Provide leadership to guide the development and deployment of HR strategies that will attract, develop, retain, and engage the breadth of talent required to support the College’s mission, strategic directions, and goals. 
  • Partner with Diversity and Inclusion Services to integrate diversity and inclusion strategies into HR plans to support an inclusive culture and align with organizational initiatives and goals.   
  • Collaborately partner at all levels to build organizational capacity to meet current and evolving needs, strategic directions, mission, and goals. 
  • Coach leaders throughout the organization on employee communication, development, and performance management strategies and tactics that promote engagement and continuous growth. 
  • Design and implement change and transition strategies to support achievement of organizational goals.  Provide coaching and consultation to leaders at all levels to effectively manage change.
 
3.    Human Resources Operations
  • Maintain a positive working environment for all employees through employee relations services and strategies, employee activities, recognition programs, and other related employee services. Ensure that all human resource policies are communicated clearly and administered in a fair and equitable manner.
  • Establish and maintain effective relationships with the unions.  Ensure appropriate problem resolution and collaborative strategies are in place and effective throughout the College.  Administer labor relations, contract negotiations, and related functions.
  • Oversee succession planning and talent management systems to build and maintain talented bench strength, and to address talent gaps in the organization.
  • Develop and implement human resource technology solutions that support College decision making and improve operational efficiency.
  • Establish equitable benefit and compensation programs for all employee groups, ensuring that the total compensation strategy attracts and retains high-performing employees.
  • Ensure College compliance with all federal, state and local laws related to employee benefits, compensation, employment and training.  Remain current with changes in federal, state, and local law.
  • Identify, foster, and support continuous improvement of all processes associated with human resources.
 
4.   Staff Leadership
  • Lead, align, and continuously develop the Human Resources staff and team to successfully support current and future organizational needs and goals, and to serve as trusted, proactive partners and collaborators at all levels.
  • Assign, direct, and assess work of staff and conduct performance and development discussions.  Promote and focus professional development by working with staff to establish and implement plans and related activities, using appropriate resources.
  • Continuously strengthen Human Resource capability and support of organizational goals through acquisition and strengthening of staff skills and abilities, appropriate selection of new employee hires and recommendation of staffing levels, structure, and roles.
