Description: Group Health Cooperative of South Central Wisconsin (GHC-SCW) has a rich 43 year history in Madison.  We are a primary care driven, not-for-profit organization, which NCQA has rated a 5 star plan, one of only two out of 500 plans in the United States and have consistently been the highest rated health plan in Wisconsin.  GHC-SCW is a member-owned cooperative with a staff of 800  that provides primary care, as well as health care insurance to over 79,000 individuals and families in Dane County. 

GHC-SCW is currently seeking a Human Resources (HR) Manager to lead and coordinate multiple HR services, including but not limited to, policy and procedure development; employee relations; performance reviews and related software; payroll and benefits administration; HR budget development and monitoring; special projects and organizational initiatives. Additionally, the HR Manager will serve as a primary and comprehensive source of consultation and expertise to GHC-SCW managers and Senior Leaders on HR issues of key significance. The HR Manager ensures compliance with all Federal and State labor laws/regulations and institutional HR policies. The HR Manager represents and/or acts on behalf of the Chief Human Resources Officer, when appropriate. The HR Manager performs under the general direction, guidance and supervision of the Chief Human Resources Officer.

JOB SPECIFIC QUALIFICATIONS 

  1. Bachelor’s degree from an accredited college or university in Business, Human Resources Management, Social Science or related field; or equivalent combination of education and/or experience. 
  2. Five (5) to seven (7) years of progressively responsible experience as a Human Resources professional.  Experience in a healthcare environment is preferred.  SHRM/PHR (Professional in Human Resources) certification is desirable but not required. 
  3. Demonstrated professional human resources leadership skills. Broad knowledge of principles and practices of human resources management and administration. Knowledge of human resources related laws and regulations including FLSA, FMLA and ADA requirements, employee selection, employee discipline and termination.
  4. Knowledge of computer-based software programs such as MS Office Suite including word processing, spreadsheet, calendar and email.  Knowledge of and ability to use MS Excel is required. 
  5. Knowledge of or ability to learn and effectively use Human Resources Information Systems (HRIS) technology and programs used in employee management, and payroll and benefits administration.
  6. Effective managerial, supervisory, and administrative abilities as applied to the management of multiple functions, areas, and projects.  Effective organizational, planning, controlling and scheduling abilities.
  7. Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments. Knowledge of employee development and performance management skills.
