| Description: | Provides oversight, support and guidance on all HR issues to department heads, elected officials and reporting monthly to the HR committee on on-going activities. 1. Prepare annual capital and operating budgets 2. Administers recruitiment and selection 3. Administers the county's compensation administration policy 4. Responsible for all performance management systems 5. Acts as ex-officio member of the Civl Service Commission 6. Eatablish, provides, and monitors training opportunties for all staff 7. Develops and proposed to Couty Board human resources policies and initiative to strengthen county government 8. Administers and negotiates all benefit programs fo r all county employees 9. Active participant with all labor relations activities, collective bargaining, negotiations, mediation and arbitration. 10. Oversee unemployment compensation program 11.
