Group Health Cooperative of South Central Wisconsin is seeking a HR Learning and Development (L&D) Manager responsible for providing oversight and supervision of the HR Learning and Development staff while taking a leadership role in the prioritization and provision of technical and in-service training for new and current Group Health Cooperative of South Central Wisconsin (GHC-SCW) employees. The HR L&D Manager facilitates and/or conducts training and development activities that include, but are not limited to the following areas: Organizational and leadership development, service excellence standards, healthcare, competency assessment, insurance, and orientation for new employees. The HR L&D Manager develops training curriculum and materials, as required, and evaluates the effectiveness of training and development programs.

JOB SPECIFIC MINIMUM QUALIFICATIONS
1. Bachelor’s degree from an accredited college or university in Education, Business or relevant field; or equivalent business experience required. Master’s degree in Organizational Leadership Development or in Psychology or Business Administration or related field with an emphasis in organizational development is highly desirable.
2. Minimum of three (3) to four (4) years of progressive experience in instructional design, development, and in providing adult learning programs using a wide range of training methods, techniques, and formats is required.
3. Prior supervisory experience, including providing guidance and leadership to staff training specialists, instructors, and/or external training and development consultants is preferred.
4. Ability to travel to various work sites. Employee is expected to provide personal transportation. Possession of a valid, Wisconsin driver license if the employee is operating a motor vehicle.
5. Knowledge of organizational and leadership development principles and processes, methods, and techniques is required.
6. Knowledge of the principles and practices used in health insurance and/or clinical operations preferred.
7. Knowledge of or ability to learn the major business operations of a managed care /staff model clinic organization. Specifically: operating procedures and practices related to patient care, safety, and satisfaction; customer service; quality improvement; proactive healthcare and community outreach; electronic medical records; and registration, insurance, billing and ancillary systems.
8. Knowledge of and ability to apply project planning and project management practices and principles. Skill in organizing resources and establishing priorities.
9. Effective written and verbal communication skills required. Knowledge and proficiency with English punctuation, grammar and spelling required.
10. Knowledge of and ability to effectively use computer software programs such as MS Office including word processing, spreadsheet, email, and presentation programs such as PowerPoint.
11. Knowledge of or ability to learn various healthcare related systems software. Experience with EPIC systems is desirable but not required.
12. Excellent facilitation skills required. Ability to coach, mentor, and provide customized education programs to support new and current employees.
13. Ability to continually assess GHC-SCW business needs and recommend appropriate and creative learning activities. Knowledge and proficiency to develop, prepare, and maintain educational materials.
