Description:

PRIMARY PURPOSE:

Plans, develops, implements, and manages the human resource function with primary emphasis in areas of policy & procedure development, wage & salary administration, performance management, employee relations, benefit programs, recruitment & retention strategies, organizational development, compliance, counseling, orientation, and employee training and development.  Ensures all human resource programs comply with State and Federal regulations. Responsible for strategic human resource planning.  Manage employment related risk and advise Senior Leadership of exposure.
 

PRIMARY RESPONSIBILITIES:

  • Manage, implement, and report on all HR programs, policies, and procedures and ensure compliance with various federal, state and local laws.
  • Evaluate and advise on long range planning of new programs/strategies and regulatory action as it relates to attraction, motivation, development and retention of the human resources of the organization.
  • Remain current on employment related legal updates and ensure organizational compliance. 
  • Continually assess the competitiveness of all programs and practices of against market.
  • Make recommendations on appropriate policies and programs for effective management of people resources.
  • Manage the performance appraisal process.
  • Effectively manage and implement benefits packages including evaluating the costs and monitoring the effectiveness of plans.  Initiate and process all benefit enrollments, benefit changes and annual renewals and new employee enrollment.  Administer and resolve benefit-related issues.
  • Manage and implement recruitment activity including interviewing, selection and hiring. 
  • Create and maintain current job descriptions, employment letters, contracts, and other employment related documentation.
  • Provide counsel to managers on all Human Resources areas including: performance related issues, hiring, terminations, compensation, etc…
  • Maintain necessary documentation for personnel and medical files.
  • Manage progressive and proactive compensation programs.  Maintain relevant market data and make recommendations to modify the compensation structure responding to changing conditions externally and internally. 
  • Keep executive team informed of government regulations or human resources related problems that could have impact on the company’s bottom line. 
  • Manage budget for Human Resources Department Budget and initiate cost saving directives when appropriate.
  • Identify and administer ongoing training programs that provide critical development of staff and management.
  • Develop and update Affirmative Action Plan annually, when applicable.  Maintain records, reports and logs to conform to EEO regulations.
  • Direct and coordinate various activities designed to promote and maintain employee morale.
  • Assist employees requiring visa/Green card Sponsorship and coordinate with legal counsel.
  • Review Project contracts and ensure compliance as required related to personnel matters.
  • Administer all aspects of COBRA, FLMA, and Health Insurance Portability and Accountability Act programs as appropriate.
  • Manage all workers compensation claims.
  • Develop and monitor various metrics and analytics used to evaluate effectiveness of various HR programs and activities.
