Description: MGE is currently seeking an experienced Senior Benefits Analyst to join our Human Resources (HR) team! As the Benefits Analyst, you'll assist in designing and directing the administration of Employee Benefits welfare plans and programs. You will be responsible for legal and regulatory compliance of the Company's welfare plans. Our welfare plans include: Health, dental, life, short- and long-term disability, flexible spending account (FSA), travel accident, employee assistance, retiree medical, and vision. In addition, you'll create and update Employee Benefits communication materials and direct health education and promotion activities. DUTIES AND RESPONSIBILITIES Welfare Benefit Plan Administration • Administers the Company's health and welfare plans. • Prepares budget and rate case estimates for the Company's health and welfare plans. • Directs activity of the Company's broker/consultant, third-party administrators, and vendors to answer questions, facilitates plan administration, and coordinates plan renewals. • Evaluates plan effectiveness and recommends improvements or modifications. Regulatory Compliance • Coordinates annual external health plan audits and assists or prepares the Form 5500s for all welfare plans. • Works with insurers on all member certificates and required legal disclosures. • Directs or performs nondiscrimination testing for FSA plans. • With external legal counsel, prepares and maintains qualified welfare plan documents including, but not limited to, plan documents, summary plan descriptions, or other documents as required by law. Communications • Creates and updates various Employee Benefits plan communication materials to inform and educate employees and retirees about their benefit plans and programs and to communicate updates or changes. Examples include:Summary plan descriptions, open enrollment materials, comprehensive benefit statements, and employee newsletter articles. • Presents and participates in employee meetings to inform and educate employees on benefit plans and programs. Benefits Consultant • Provides authoritative guidance to employees and retirees by answering questions and communicating information regarding benefit plans and programs, Company policies and procedures, and general HR issues. Medicare Compliance • Works with health vendors to obtain data required for Medicare Part D subsidy. • Submits quarterly subsidy application plus annual reconciliation on behalf of the Company. • Assists in Medicare reporting as may be needed for reporting and query to Medicare for Workers' Compensation claims. Privacy Officer • Serves as Health Insurance Portability and Accountability Act (HIPAA) Privacy and Security official to provide oversight of compliance with policies and procedures related to the protection of protected health information and federal and state regulations related to participant privacy. • Monitors HIPPA legislation for ongoing compliance and makes recommendations for change as necessary. Health Promotion and Education • Plans and directs Company activities related to employee and retiree health. • Responsibilities include developing Company programs to address education of Union leadership, employees, and retirees on health expense. • Directs a committee on health promotion initiative and ongoing Company wellness programs such as the Company's Fitness Center and on-site fitness classes. • Establishes the agendas, schedules, and leads the joint Union/Management Insurance Committee. • Assesses the effectiveness of the Company's programs and makes recommendations for change. • Evaluates the integration of health promotion initiatives with the Company's overall health strategy. Health and Welfare Plan Reporting and Analysis • Tracks year-to-date and plan-year claim/fee costs associated with the Company's health, dental, and welfare plans. • Prepares and monitors budget and rate case expense projections for health, dental, and welfare plans. • Prepares annual premium equivalency calculation for vision plan. Human Resource Information System (HRIS) • Leads departmental integration with Company employee benefit plans on Kronos system. • Participates in planning for the phase-in of modules (e.g., employee self-service). QUALIFICATIONS Education and Experience • Bachelor's degree in human resource management, business administration, or equivalent. • Minimum of five years of progressively responsible experience in employee benefits administration. • U.S. Certified Employee Benefits Specialist designation or course work toward the designation is desirable. Knowledge and Skills • Working knowledge of medium to large employer benefits programs, especially insured and self-insured health, dental, life, and long-term disability, FSA plans, and other welfare plans. • Knowledge of accounting rules and practices as they relate to financial disclosure for welfare plans. • Understanding of Employment Retirement Income Security Act, HIPPA, and other rules and laws that affect employee benefits as needed. • Able to handle multiple projects, changing priorities, and workload demands. • Demonstrates good judgment and problem-solving and decision-making skills. • Possesses excellent written and verbal communication skills including the ability to treat sensitive matters and information confidentially. • Demonstrates excellent organizational and project management skills with appropriate attention to detail. • Strong interpersonal skills and is able to effectively interact with all levels of the organization including both internal and external contacts. • Able to run an effective meeting and present in front of a group. • Familiar with Word and Excel. • Knowledge of HRIS is desirable. • Strong math and analytical skills to prepare Company budgets and participate in complex projects.
