Craig Barkelar is the Administrator of the Department of Workforce Development's Unemployment Insurance Division. For seven years prior to holding this position, he was the Chief Financial Officer and Deputy Executive Director of the Wisconsin State Fair Park (SFP). Over the 17 year period before his time at SFP, Barkelar worked in various positions at the State of Wisconsin Department of Administration and Legislative Audit Bureau.

Session: Current Trends, Hot Topics & Legislation Affecting Your Employees
Keith E. Kopplin joined the firm in 2006. His practice focuses on employment litigation and general employment law matters.
Keith has assisted clients in resolving wage and hour class and collective action lawsuits. He advises clients in the areas of wage and hour, discipline and discharge, the Wisconsin and federal Family and Medical Leave Acts, reductions in force, waiver and release agreements, and affirmative action. He is also a frequent author and presenter for the firm, covering topics such as the COBRA subsidy provisions of the federal stimulus bill, the impact of H1N1 in the workplace, and social media use by employees. Keith also presents customized audio programs for employers.
He is admitted to practice in all Wisconsin State Courts, the U.S. District Court for the Eastern District of Wisconsin and the U.S. Court of Appeals for the Seventh Circuit.

Reggie Newson

Session: Division of Workforce Development Updates
Newson served as deputy secretary from August 2011 until Governor Scott Walker appointed him Secretary on October 24th. As Secretary, he leads the state agency charged with building and strengthening Wisconsin’s workforce.
Secretary Newson directs the state workforce agency that has:

An annual budget of over $450 million;

Located within the Office of the Secretary are the chief legal counsel, communications staff, and economic advisors.
Prior to joining DWD, he held leadership positions in the Wisconsin Department of Transportation:

He was Executive Assistant, one of the top three DOT positions from January 2011 until his DWD appointment.

From 2005 until January of this year, he was operations director for DOT’s Southeast Region, managing a $320 budget and directing 500 employees.
From 2003 to 2005, he managed the state Disadvantaged Enterprise Program, leading efforts to encourage and promote minority business development.
He has an MBA with an emphasis in corporate communications from Concordia University of Wisconsin, and an undergraduate degree and master’s degree in political science from the University of Wisconsin-Milwaukee.
In 2005, he was honored with the Milwaukee Business Journal’s Forty Under 40 Award, which recognizes 40 Milwaukee-area individuals who are making a difference in their professions and communities.
David Lusk
Senior Associate for Member Advocacy, Society for Human Resource Management
Session: A-Team/Town Hall Training
David Lusk joined the SHRM Government Affairs Team as the Senior Associate for Member Advocacy in July, 2010. In this role, David oversees SHRM’s traditional member advocacy efforts. He is also responsible for the development of the Advocacy Team, a new SHRM initiative that will elevate the visibility of the HR profession by establishing a strong member presence in each of the 435 congressional districts.
With over 15 years of policy experience, David most recently specialized in grassroots and grasstops engagement with Capitol Advantage -- now a part of the CQ-Roll Call Group – at a time when the internet was becoming a force in the public policy arena. He also focused on health policy as a staff member for the U.S. House of Representatives Committee on Energy and Commerce and in the state affairs department of the Health Insurance Association of America.
David graduated from Brown University with Bachelor of Arts degrees in both Business Economics and Public Policy.
